Medical device market entry in Sudan
Last verified:
Sudan's National Medicines and Poisons Board (NMPB) registers medical devices in two steps — first the foreign manufacturing plant, then the product — and the product file needs a CE certificate, FDA approval or registration in an IMDRF country, with devices classed I, IIa, IIb and III. Registration was reported at about 4 months with 1-year licences (OMC Medical), but those figures predate the war that began in April 2023, and WHO reports 37% of health facilities non-functional (WHO). Public buying runs through the National Medical Supplies Fund, which in 2026 took offers priced in euro and pays in Sudanese pounds after delivery.
How this works
Egypt is our base: we cover Egypt directly and coordinate the next markets through in-country partners. Every country requires its own registration, and foreign-made goods get no COMESA or AfCFTA tariff preference by passing through Egypt.
UltraTeb Market Access is a zero-upfront-fee route into Egypt's medical market: UltraTeb registers, imports, markets, stores and sells your product, shares the risk, and pays you when it sells.
Egypt is our base. We launch your product in Egypt first and coordinate Sudan through in-country partners — we have no office or registration in Sudan. Sudan needs its own NMPB registration, and selling to the public buyer in practice needs a Sudanese registered commercial agent. Foreign-made goods get no COMESA or GAFTA duty preference by passing through Egypt.
Sudan is subject to sanctions screening of every counterparty. OFAC's Sudan and Darfur programme is list-based: comprehensive sanctions were revoked in 2017 and general licences cover medicine and medical devices, but conflict-related designations keep being added (OFAC). Screen every buyer, agent and bank. This is general information, not legal advice.

How do you register a medical device in Sudan?
In two steps. First NMPB registers the foreign manufacturing plant: a manufacturing licence from the country of origin (not needed for Europe, the USA, Canada or Australia) plus a GMP certificate or ISO 13485. Then it registers the product, with an EC certificate matching the device class, FDA approval or registration in an IMDRF country, plus the description, intended use and labels. NMPB runs an electronic system with a public register. Radiation devices may also involve the Sudan Atomic Energy Commission.
Who buys medical devices in Sudan today?
The National Medical Supplies Fund still tenders in 2026: at least nine medical-equipment requests for quotation, some marked emergency, with offers by email in euro and payment in Sudanese pounds at the Central Bank rate on the day of payment — so currency risk sits with the supplier. UN agencies and humanitarian programmes are major buyers too; WHO alone has delivered over 3,300 tonnes of medicines and supplies since April 2023.
How do goods get from Egypt to Sudan?
By road from Aswan through the Qustul crossing (opened 2014) or Arqin (2017), which cut transit from 17 hours by Nile ferry to under 5 (XCEPT) — their wartime capacity was not verified. By sea to Port Sudan, or by air: EgyptAir resumed Cairo–Port Sudan flights on 5 August 2026, and Khartoum airport reopened to international flights on 28 April 2026.
What does the war change for a manufacturer?
Almost every operational fact. Published registration times come from before April 2023 and current timelines are unknown; payment is in Sudanese pounds in an economy where inflation reached 245.3% in 2023 (Egyptian Export Development Authority); and counterparty screening is essential. Sudan is not closed — Egypt still sold it about US$960M of goods in 2025 — but it is a market for careful, well-documented tender supply.

Frequently asked questions
Can I still sell medical devices to Sudan?
Yes. The National Medical Supplies Fund issued medical-equipment tenders in 2026, and medical devices are covered by OFAC general licences. Every counterparty must still be screened.
What does NMPB need to register a device?
Plant registration first (origin licence where required, GMP or ISO 13485), then the product with an EC certificate, FDA approval or registration in an IMDRF country.
Can UltraTeb register my product in Sudan?
No. Our registrations are in Egypt. In Sudan the applicant is the manufacturer, a Sudan-based representative or an agent; we help you find one.
How does the National Medical Supplies Fund pay?
Offers are priced in euro, and payment is made in Sudanese pounds after delivery at the Central Bank rate on the day of payment (NMSF). The currency risk is the supplier's.
What import duty applies in Sudan?
No official Sudanese tariff was reachable. Egyptian-origin goods may qualify for COMESA or GAFTA preferences; goods merely shipped via Egypt do not. Confirm each line with a broker.
How long does NMPB registration take?
About 4 months was reported before the war, with 1-year renewable licences. Current timelines are unknown.
How do goods reach Sudan from Egypt?
By road through the Qustul or Arqin crossings, by sea to Port Sudan, or by air to Port Sudan.
