Medical device market entry in Libya

Last verified:

Libya has no published medical device regulation: the Ministry of Health's Pharmacy Department registers importing companies, and consultancies report that MoH product registration — filed by a local representative, with ISO 13485, stability data, a CoA and samples — is required before goods clear customs (OMC Medical). PwC reports that customs duty was abolished in 2005 except on tobacco, leaving a 5% service fee on most imports, and no VAT (PwC). Egypt exported US$1.5bn to Libya in 2025 and reaches it by road through the Salloum crossing (LibyaReview), but rival governments and a list-based OFAC programme mean every counterparty must be screened.

How this works

Egypt is our base: we cover Egypt directly and coordinate the next markets through in-country partners. Every country requires its own registration, and foreign-made goods get no COMESA or AfCFTA tariff preference by passing through Egypt.

UltraTeb Market Access is a zero-upfront-fee route into Egypt's medical market: UltraTeb registers, imports, markets, stores and sells your product, shares the risk, and pays you when it sells.

Egypt is our base. We launch your product in Egypt first and coordinate Libya through in-country partners — we have no office or registration in Libya. Libya needs its own Ministry of Health registration, reportedly through a Libyan representative or MoH-recognised importer. Foreign-made goods get no COMESA or GAFTA duty preference by passing through Egypt.

Libya is subject to sanctions screening of every counterparty. OFAC's Libya programme is list-based — it blocks named persons and is not a ban on exporting goods (OFAC) — and the UN regime (arms embargo, asset freeze, travel ban) was extended to August 2027 (UN). Rival governments in Tripoli and the east add counterparty risk. This is general information, not legal advice.

Who regulates medical devices in Libya?

The Ministry of Health's Pharmacy Department registers companies that make or import medicines; no separate device authority was found. In 2026 the ministry launched PharmaGate, an online portal for registering pharmaceutical companies, with product registration planned for later phases — devices are not mentioned. Because Libya has rival governments in Tripoli and the east, a registration may not be recognised by both.

How do you register a device in Libya?

Only consultancy descriptions exist (OMC Medical): registration is reported as mandatory before customs clearance, runs as part of an annual purchasing programme, and is carried out by a local representative. The dossier reportedly includes ISO 13485 or GMP for sterile devices, finished-product analysis methods, stability data, a certificate of analysis and samples for testing. Confirm with the importer before printing labels.

Who buys medical devices in Libya?

The Medical Supply Organization buys medicines, equipment and supplies for public hospitals and health centres. The private sector grew fast before the latest data: 235 private hospitals and 411 private laboratories by 2019 (WHO EMRO), concentrated in Benghazi, Tripoli and Misrata. UN agencies also tender for medical equipment in Libya.

How do goods get from Egypt to Libya?

By road through the Salloum crossing into eastern Libya, where Egypt announced an upgrade and a logistics zone in 2023 (Libya Observer), or by air from Cairo to Benghazi, Tripoli-Mitiga or Misrata. Western Libya is far from Salloum by road, and the route crosses areas held by different authorities. Payment usually depends on a Central Bank of Libya letter of credit and access to foreign exchange.

Frequently asked questions

Does Libya charge import duty on medical devices?

PwC reports that customs duty was abolished in 2005 except on tobacco, with a 5% service fee on most imports (PwC). Other port and production taxes are cited elsewhere, so confirm each HS code with a broker.

Do I need a Libyan representative?

Consultancies report that registration must be carried out by a local representative or an importer recognised by the Ministry of Health. No official text was found.

Is a Libyan registration valid across the whole country?

Not necessarily. Libya has rival governments in Tripoli and the east, so a registration or tender may apply to one side only.

Is Libya under sanctions?

There is a list-based OFAC programme and a UN regime, but no ban on exporting medical goods. Every importer, bank and buyer must be screened.

How do goods reach Libya from Egypt?

By road through the Salloum crossing into eastern Libya, or by air from Cairo to Benghazi, Tripoli-Mitiga or Misrata.

Is an Egyptian EDA registration valid in Libya?

No. Libya needs its own Ministry of Health registration.

Does UltraTeb have an office in Libya?
