Can I use Egypt as a base to export medical devices to Africa?

Yes as a base, no as a duty shortcut. A device made in China, Germany or elsewhere keeps its origin when it is re-shipped from Egypt — repacking and labelling do not confer origin under AfCFTA rules (AfCFTA manual) and Egypt's duty-free COMESA trade covers only goods originating in Egypt (GAFI) — so each African market charges its own duty and requires its own registration. Egypt's real advantages are a home market of about 118 million people, USD 9.9 billion of trade with African Union countries in 2024 (SIS) and USD 324 million of Egyptian medical and pharmaceutical exports to Africa in 2025 (SEE News): sell in Egypt first, then take the next market with sales data.

Does shipping through Egypt cut African import duties?

No. COMESA and AfCFTA preferences follow the goods' origin, not the route. A product made abroad and relabelled or repacked in Egypt stays foreign-made and pays the destination's normal duty — for example the EAC's 0% on HS 9018 or ECOWAS's 5%. Egyptian origin needs real local manufacturing with enough value added.

Is an EDA registration recognised in other African countries?

No. Each country has its own regulator and registration, and harmonisation work is still under way (WHO Africa). Several regulators give abridged routes for approvals from stringent regulators — Kenya is one example — so your CE or FDA evidence often travels further than an Egyptian registration.

Can goods cleared in Egypt be re-exported?

Yes, but Egyptian duty and VAT are refunded only within 1 year and only for goods lacking similar local products (Customs Law 207/2020). For regular re-export volumes, stock in a free zone is the usual tool; see Egypt's free zones and SCZone.

What about the 2026 shipping disruption in the Gulf?
